Question:

250 Mr. Haughey asked the Minister for Finance if he will exempt kit-cars and specialist cars built with new and second hand parts from vehicle registration tax; and if he will make a statement on the matter. [16148/98]

I do not consider that there are grounds for exempting the kit-cars referred to by the Deputy from payment of vehicle registration tax — VRT. An unregistered vehicle as defined in the Finance Act, 1992, as amended is required to be declared to the Revenue Commissioners for the purpose of registration irrespective of how it was built. VRT, which is calculated by reference to the open market selling price of the vehicle, is payable at the time of registration. I have no plans to alter the present position.
