Question:

496 Mr. R. Bruton asked the Minister for Education and Science his views on whether persons who have been teaching post leaving certificate courses satisfactorily for a specified period should be eligible to apply for permanent positions which come up where their qualifications are relevant to the course material even if they do not meet exact equivalence to a degree or diploma; and if he will clarify circular 32/92 to ensure this eligibility. Permanent wholetime teacher appointments in the post-leaving certificate area are governed by the terms of circular letter 32/92. This states that the following qualifications are acceptable for permanent appointments in the PLC area: first, degree or equivalent in subjects relevant to the course; second, degree and either an appropriate qualification in an area relevant to the course or three years' approved experience, including industrial and teaching experience, in the appropriate area; or third, qualifications other than those mentioned which would be acceptable for posts in the colleges sector.

In accordance with the provisions of the agreement on teachers pay and conditions under the PCW, my Department is in the process of setting up a committee to determine suitable qualifications within the framework set out in CL 32/92 for appointment to permanent posts.
