47 Mr. Finucane asked the Minister for the Marine and Natural Resources the way in which it is possible for a grant aid of 45 per cent to be achieved for new vessels in view of the fact that based on EC tonnage restrictions this will be difficult to achieve. [16236/98]

The major funding package to revitalise Ireland's whitefish fleet which I announced last week will support the introduction of new vessels and modern second-hand vessels into the fleet for the first time in many years.

It will also help to modernise existing vessels and provide much needed safety equipment. My objective is to enhance safety, quality and competitiveness in the Irish whitefish fleet, safeguard jobs and create a level playing field with the fleets of other member states. The criteria and guidelines for applications for grant aid are set out in a fully comprehensive and fully transparent way in the published programme. The grant aid level available for eligible expenditure on new vessels is 45 per cent involving 35 per cent EU and 10 per cent Exchequer. To qualify for grant aid, applicants must meet the mandatory requirements which are clearly set out under the scheme. These include the existing 100 per cent registered tonnage replacement requirement in place to ensure that Ireland delivers on mandatory EU fleet targets under the Multi-Annual Guidance Programme for the period 1997-2001. I am confident that the planned investment in new whitefish vessels will be delivered within all relevant parameters including EU tonnage parameters.
