178 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will receive his extensification payment for 1997. [18497/98]

Payment of 1997 suckler cow extensification will be made within the next two weeks.

179 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will receive her extensification payment for 1997 in view of the fact that she re-submitted maps to the area aid unit in early July. [18498/98]

Extensification premium was paid to the person named on 30 August 1998.

182 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will receive his ewe premium and sheep headage payments for 1998. [18502/98]

The person named applied for premium in respect of ten quota rights under the 1998 ewe premium scheme. However as he has leased out his full quota entitlement of 87 rights for one year he does not qualify for premium under the 1998 scheme.

Payment of his 1998 sheep headage grant will be made as soon as processing of his 1998 area aid application has been finalised.

The person named will receive 1997 extensification payment in the near future.

184 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will receive the remainder of his ewe premium in view of the fact that he was paid for 103 ewes instead of the 112 ewes applied for. [18504/98]

The person named will be paid the balance of the first advance under the 1998 ewe premium scheme when payment of the second advance commences within the next month.

185 Mr. Ring asked the Minister for Agriculture and Food whether a person (details supplied) in County Mayo will receive his extensification payment in view of the circumstances. [18505/98]

Extensification premium is automatically paid to any producer whose stocking density limit is less than 1.4 livestock units per hectare. Herdowners were advised of this threshold in paragraph 25 of the terms and conditions of the 1997 special beef premium scheme. Paragraph 7 of the same terms and conditions clearly outlined how herdowners' individual stocking density should be calculated.

In the case of the person named the appropriate calculations are as follows:

In 1997 the producer concerned declared a forage area of 5.91 hectares. Based on the above his stocking density for 1997 was 1.52 LUs per hectare i.e. 9.0 divided by 5.91. Consequently he has exceeded the qualifying threshold for extensification.
The onus clearly lies with each herdowner to calculate his/her own individual stocking density. Extensification premium is a fully funded EU scheme and is governed by the relevant EU Rules and Regulations. This Department has no leeway in either their interpretation or application. The limit of less than 1.4 reckonable livestock units per hectare is stipulated in these Regulations and must be adhered to in order to qualify for payment of extensification premium.
