340 Mr. Gormley asked the Minister for the Environment and Local Government if his attention has been drawn to recent proposals by the authorities in Great Britain to curb traffic congestion; his views on whether any of the specific initiatives contained will be considered by his Department with a view to possible implementation here, including the proposals to review the second-hand car sales market, extra powers for school crossing keepers, green commuter plans, measures to encourage home deliveries from shops, more low-speed zones and the provision of safe routes to school; and if he will make a statement on the matter. I propose to take Questions Nos. 327 and 340 together.

Proposals in the recent UK White Paper on the future of transport are of interest in the ongoing development of transport policies. Policy responses to growth in transport demand must be based on an integrated approach to transport requirements, including increased investment in road infrastructure but also improvements in public transport, management of road transport demand, promotion of alternative transport modes, better co-ordination of transport and land use planning, and improved traffic management.

These matters are being addressed,inter alia, in urban transport initiatives such as the DTI. The recently published DTO Short Term Action Plan focuses on a range of measures, including public transport enhancement, traffic management, the provision of cycling facilities, the implementation of safe routes to school and the development of sustainable commuter plans. There is no proposal for an initiative aimed at prohibiting car access to cities on a particular day.
