Question:

444 Mr. O'Shea asked the Minister for Education and Science if financial assistance will be provided for a person (details supplied) in County Wexford to study for the advanced certificate in special education; and if he will make a statement on the matter. [18637/98]

The person concerned is pursuing an advanced certificate in special education by way of a distance learning programme provided by the University of Birmingham. In order to qualify for financial assistance under the schemes of third level student support, a person must be pursuing a full-time undergraduate course, which must generally be of at least two years' duration, at an approved third level institution. Distance learning programmes are regarded as part-time courses and do not qualify for third level grants.
