Request to move Adjournment of Dáil under Standing Order 31.

Before coming to the Order of Business, I propose to deal with a notice of motion under Standing Order 31 from Deputy Dukes. I call on Deputy Dukes to state the matter of which he has given notice.

The matter of which I have given notice is the reported threat by the EU Commission to the sanctioning of the Dublin Docklands Development Authority plan which provides for an investment of £1.6 million for the regeneration and development of the area, with 75 per cent of the funding being provided by the private sector; the serious consequences of this threat to residential, social, infrastructural and commercial development in this key area of our capital city; and the Government's failure to avert this threat.

Having considered the matter fully I do not consider it to be one contemplated by Standing Order 31 and, therefore, I cannot grant leave to move the motion.

Will the Chair consider giving the House some guidelines on what is contemplated by Standing Order 31? This matter——

There are longstanding precedents.

——is urgent because the investment cannot be——

If Deputy Dukes has any queries on the matter he should call to the Ceann Comhairle's office.

Will the Chair consider giving a general guideline——

I ask Deputy Dukes to resume his seat. It is not a matter for this stage of the business of the House. As I said, there are plenty of guidelines on the matter, if the Deputy wishes to call to the Ceann Comhairle's office. I call the Taoiseach.

I know, Sir, you have to do this but these are Svengali tactics. It would be useful——
