276 Mr. Gormley asked the Minister for the Environment and Local Government the plans, if any, the Government has to propose a referendum to change the Constitution in relation to capping or index linking rents; and if he will make a statement on the matter. [20484/98]

The interpretation of the Constitution and the determination of whether there are constitutional impediments to capping or index linking rents is a matter for the courts. I have no proposals for a referendum on these matters.
