369 Dr. Upton asked the Minister for Education and Science further to Parliamentary Question No. 127 of 8 October 1998, the terms of reference of the Department in its examination of its administrative structures to ensure that social inclusion is considered; and if he will make a statement on the matter. [19919/98]

The terms of reference for the review of administrative structures in my Department are to provide a description of the existing organisation and structure within the Department of Education and Science; contain an analysis of the strengths and weaknesses of the present structures; and make recommendations for staffing levels and organisation and administrative structures for the Department which will enable it to evolve and adapt in an effective responsive and flexible way to changing requirements — these recommendations should also take into account of the strategy statement of the Department published in April 1998 and have full regard to issues of implementation.

As is evident from these terms of reference, the review provides for a fundamental examination and appraisal of all existing structures in my Department, including, of course, the area of social inclusion.
