Written Answers. - White Paper on Agriculture.

43 Mr. Quinn asked the Minister for Agriculture and Food if he will consider the Labour Party proposals to investigate a national conference on agriculture and to commence work on a White Paper on agriculture; and if he will make a statement on the matter. [23227/98]

The outcome of negotiations on the Agenda 2000 proposals will have an important impact on the future direction and structure of the agricultural sector across the EU over the next number of years. Therefore, a major immediate priority is to ensure that the interests of Irish agriculture is protected in the final outcome. I have set up four advisory groups, one each on beef, dairying, cereals and rural development, to advise me and to assist in the formulation of positions on various options.

A more broadly based White Paper on rural development is currently at an advanced stage of preparation. This White Paper is being prepared following a very extensive consultation process. I am also in the process of establishing the Western Development Commission on a statutory basis.

In addition, there are a large number of other advisory groups at work on agricultural matters at the present time including the Task Force on the Beef Industry, other livestock groups, the Food Industry Development Group and the Animal Health Forum.

I believe that having focused and action-oriented groups is the best approach in the current circumstances.
