The herdowner lodged an appeal on 24 October 1998 concerning her 1998 special beef premium application. Appeals are dealt with in the order in which they are received and require individual examination. The reason for the delay in examining the appeal is the large quantity of appeals currently on hand in the appeals unit. This appeal will be dealt with in due course and the herdowner will be notified of the outcome.

Under the Leader programme, the approved local action groups have the responsibility for decision making in relation to grant approvals in their areas. The groups take their decisions in accordance with the priorities of their own business plan, the needs of the area, the demands on the funding available and operating rules set down by my Department. It is not uncommon therefore, under the programme that a project which is funded in one area would not be considered for grant aid by another group.

An application was made by the person named under both the suckler cow premium and cattle headage schemes on 4 June 1998 in respect of 20 cows.
As no area aid application was received from the person named, he has no entitlement under the cattle headage scheme. Neither is he entitled to payment under the suckler cow premium scheme as he does not possess a suckler cow quota.
There is no record of having received an application for suckler cow reserve quota from the person named.
