135 Mr. Crawford asked the Minister for Defence the guidelines to govern the tendering procedure for the sale by public tender of the military post in Castleblayney, County Monaghan; and if this guideline will be made available to the community groups and others who have expressed an interest in the property. 136 Mr. Crawford asked the Minister for Defence if it is the policy of his Department to accept the highest tender only in the sale of the military post in Castleblayney, County Monaghan; if priority will be given to a worthwhile community proposal which enters the tendering process; and if he will make a statement on the matter. I propose to take Question Nos. 135 and 136 together.

The Government on 15 July 1998 approved a programme of evacuation and sale of six barracks which are considered surplus to military requirements. This decision is part of the relocation, refurbishment and re-equipment of the Defence Forces, as recommended in the Price Waterhouse report regarding the rationalisation of military installations generally.

It is expected that £50 million will be raised from the sale of the barracks. Sixty per cent of the proceeds will be invested in the redevelopment of other military installations and equipment. The balance will be used both to meet the cost of compensation claims and for investment in the local communities where closures have taken place.

I am aware that consultants have been engaged by Castleblayney Urban District Council to carry out a strategic study of the local needs in Castleblayney and they will be meeting with all interested parties. I await their report with interest.

In the meantime the sale of the lands and barracks will proceed as soon as possible. It is proposed that the sales will be conducted by public tender. As Minister for Defence I am not bound to accept the highest or any tender. The proposed sales will provide prime sites to meet housing, commercial and industrial needs in the areas concerned and I intend to maximise the potential of all the properties involved.
