Question:

55 Ms McManus asked the Minister for Public Enterprise if she has satisfied herself that all appropriate steps are being taken to ensure the safety of air traffic at the millennium in view of the concerns expressed of the possible impact of the millennium bug on air navigation and traffic control systems; and if she will make a statement on the matter. I am satisfied that all appropriate steps are being taken by the Irish Aviation Authority, IAA, to ensure the safety of air traffic operating in Irish controlled airspace at the millennium.

The IAA has a comprehensive plan in place, designed to ensure that it continues to operate and provide services in a safe and efficient manner over the millennium period and subsequent risk dates. The programme, which is on target, covers all aspects of the authority's functions and includes an external supplier compliance assurance programme.

Specifically in relation to air navigation matters, a detailed fail safe contingency plan which will also cater for aircraft emergencies and a training programme will be finalised in February 1999. Contingency training will be completed by 30 September 1999 and the final contingency rehearsals will be held by 30 November, 1999.

The Deputy may also wish to note that 70 per cent of the authority's radar installations and all navigational aids have already been certified Y2000 compliant by the manufacturers; this contract is to be completed in March 1999. The testing and validation of all systems will be fully completed by end June 1999.

I should, furthermore, add that the authority liaises with other air traffic services and regulatory authorities in relation to this issue and is an active participant in the relevant Eurocontrol — the European Organisation for the Safety of Air Navigation — and the International Civil Aviation Organisation — ICAO — groups. External interface trials are being carried out with adjacent air traffic control regions.
