157 Mr. Quinn asked the Minister for Defence the extent of his Department's preparedness for the year 2000 problem, including agencies for which he is responsible; the amount of money contained in this year's Departmental Estimates for dealing with the problem; the number of additional staff taken on to assist year 2000 work including any outside consultants involved; and if he will make a statement on the matter. In recent years, the Department of Defence and the Defence forces have invested significant resources in upgrading computer systems in the main business areas such as payroll, financial management, inventory management and procurement. While this investment was largely driven by business needs, the opportunity was taken to identify and plan the replacement or upgrading of systems which were not year 2000 compliant. As a result many of the systems in use are now compliant and the ongoing investment programme will help to ensuer all remaining systems will be compliant.

The Estimates do not distinguish between the costs of meeting business needs in the broad sense and the costs of achieving year 2000 compliance. It might be of some assistance, however, to mention that out of a total 1999 Estimate of some £6.5 million for IT and telecommunications expenditure for the Department and the Defence Forces, the proportion of this which might be attributed to meeting year 2000 needs solely is about 16 per cent or £1.06 million.
No additional staff have been taken on and only one small outside consultancy project has been undertaken.
