Written Answers. - Employment Action Plan.

87 Mrs. Owen asked the Tánaiste and Minister for Enterprise, Trade and Employment if she will outline details of the scheme in relation to under 25's being targeted by FÁS since September 1998; when the scheme commenced, including the numbers interviewed, the numbers who did not turn up and so on; and if she will make a statement on the matter. [27385/98]

The preventative strategy of early intervention with all young unemployed persons before six months of unemployment which is a key element of the Employment Action Plan, commenced on 1 September last. From that date all such young persons are being referred to a FÁS vocational guidance interview with a view to offering them a job or other employability support i.e. a place on a training or education course or a place on an employment scheme.

Some of the key findings, at this early stage in the process are that, of the 884 young persons referred in September, 51 per cent had been interviewed by FÁS, by end October 1998, a further 1 per cent were scheduled for interview and 4 per cent were already engaged with the local employment service. The remaining 44 per cent had failed to attend for interview. Taking interviewees and those who did not attend as a group, 41 per cent of such persons for whom an interview was scheduled in September had left the live register by end October 1998.

I have recently published full results of the outcomes of the first month of implementation of the preventive strategy for young persons. I have arranged to have a copy of the report forwarded to the Deputy.
