Written Answers - Local Authority Reform.

139 Mr. Deasy asked the Minister for the Environment and Local Government if his attention has been drawn to the extent of dissatisfaction among engineers employed by local authorities regarding the reorganisation of these bodies which may result in qualified engineers being answerable to unqualified public servants; if he will ensure that the highly qualified status of people such as engineers will at least be retained in the reorganisation of services; and if he will make a statement on the matter. Proposals for the strengthening of local authority management and staffing structures are being negotiated by the Local Government Management Services Board, representing local authority management, with the unions representing local authority administrative and technical staff. Local authority engineers are represented in these negotiations.

I am fully informed of the nature of the discussions taking place. Staff with professional qualifications will continue to play a significant role in developing and delivering local authority services. Engineers will, like all local authority staff, continue to be subject to the overall direction and control of the manager of the local authority.
