Ivan Yates

Question:

71 Mr. Yates asked the Minister for Agriculture and Food when area aid payments will be made to a person (details supplied) in County Wexford; and if payment will be expedited. [28150/98]

The area aid application for the person named has been processed. He declared a forage area of 15.46 hectares, but the area found from the digitising process was 14.60 hectares. As the area claimed exceeded the area found by more than 3 per cent, a penalty of double the difference was imposed in accordance with Regulation 3887/92. Any livestock payments due will be based on a forage area of 12.88 hectares. Arable payment of £443.98 issued to the person concerned on 16 October 1998 and suckler cow premium payment of £2,692.41 will issue this weekend.

Question:

75 Mr. Bradford asked the Minister for Agriculture and Food if the deadline for applications for the 22 month beef premium scheme will be postponed from 4 December to 31 December to allow for payment on extra animals without effecting the 1999 extensification entitlements of livestock owners. [28162/98]

As the national quota for special beef premium will be exceeded even taking account of the 4 December 1998 closing date I do not consider it appropriate to extend the scheme opening any further.

However, an applicant may lodge an application up until 30 December 1998 but a late application penalty of 1 per cent for each working day between 4 December 1998 and 30 December 1998 will apply.

The applications for the 1999 schemes will be posted to herdowners over the next two to three weeks and may also be obtained from the local livestock offices from today.

76 Mr. M. Moynihan asked the Minister for Agriculture and Food when area aid problems will be resolved for a person (details supplied) in County Cork. [28163/98]

Question:

77 Mr. Browne (Wexford) asked the Minister for Agriculture and Food the reason a person (details supplied) in County Wexford has not received subsidy payments for sheep, cattle and suckler cows. [28203/98]

An area aid application was received from the person named on 15 May 1998. However, he has claimed a parcel of land on his area aid application which is also being claimed by another applicant. Both applicants have been informed with a view to resolving the matter. When replies have been received, both cases will be reviewed.

79 Mr. Yates asked the Minister for Agriculture and Food when livestock premium payments will be made to a person (details supplied) in County Wexford; and if payment will be expedited. [28205/98]

The person named submitted a 22 month special beef premium application on 22 January 1998 in respect of two animals. One of the animals was slaughtered inside the required two month retention period. Under the regulations governing this scheme this animal is rejected with a percentage reduction penalty on the remaining animal. In this case, the premium is reduced on the remaining animal by 50 per cent.

The herdowner was informed of the situation in a letter from this Department dated 3 December 1998. To date no appeal has been lodged.

81 Mr. Yates asked the Minister for Agriculture and Food if a person (details supplied) in County Wexford will be paid his beef cow headage grants in relation to suckler cows for which the suckler cow premium has been paid recently. [28208/98]

An area aid application was received from the person named on 8 May 1998. However, the person named has claimed a parcel of land on his area aid application which is also being claimed by another applicant. Both applicants have been written to with a view to resolving the matter. When replies have been received, both cases will be reviewed.

82 Mr. Yates asked the Minister for Agriculture and Food when livestock premium payments will be made to a person (details supplied) in County Wexford; and if payment will be expedited in view of the fact that the mapping problem has been resolved. [28209/98]

The area aid for the person named has been processed. He declared a forage area of 20.33 hectares, but the area found proper to him was 17.10 hectares. As the difference between the area claimed and the area found exceeded 3 per cent, a penalty of double the difference was imposed in accordance with Regulation 3887/92. This means that any livestock payments due will be based on an area of 10.64 hectares.

He applied for suckler cow premium in respect of six cows on 29 May 1998. Since he does not have a suckler cow quota and is stocking density restricted on the revised forage area of 10.64 hectares payment cannot issue under the suckler cow premium scheme. Payment has already issued in respect of 1998 ewe premium (1st and 2nd advances) on 200 ewes.

The above named applied for seven animals under the 1998, 22 month special beef premium scheme. As this is a stocking density restricted case as per above paragraph no payment will issue for special beef premium.

83 Mr. Finucane asked the Minister for Agriculture and Food when brucellosis reactor and depopulation grants will be paid to a person (details supplied) in County Limerick. [28218/98]

Brucellosis depopulation grants have been paid to the person named. Reactor grants have been processed and payment will issue shortly.

84 Mr. Finucane asked the Minister for Agriculture and Food when a REP scheme payment will be made to a person (details supplied) in County Limerick in view of the fact reassessment of the plan was conducted for the second year REP scheme payment. [28219/98]

As a result of an on-farm inspection on 11 November 1998, certain deficiencies were found in relation to the agri-environmental plan in this case, and a revised plan has been requested. When this has been submitted the application will be processed further.
