220 Mr. Sargent asked the Minister for Public Enterprise the measures, if any, in place or planned for her Department to ensure that important mail sent to her office is not discarded or left unattended in view of recent reports in relation to an application from a consultancy firm (details supplied); and if she will make a statement on the matter. The notice published in the EU Official Journal and two of the national daily newspapers inviting applications for the roles of integrated financial adviser(s) and distributor(s) with accompanying legal advisers for the Initial Public Offering of Telecom Éireann made it crystal clear the address and the individual to whom responses should be sent, as well as the deadline for submission of applications, etc. The application in this case was not addressed in accordance with the notice. Equally, it was not addressed to me, nor referred to me, and not seen by me. All of the 18 applications were correctly addressed.

I accept that no correspondence which is due to be directed elsewhere for attention should rest for a week with staff in my private office. I regret that it occurred on this occasion and have taken steps to guard against a recurrence.

I am circulating a copy of the notice with my reply.

I am satisfied, after reviewing the matter, that the outcome in relation to the examination of the tenders in this case was fair to all concerned and would stand up to any scrutiny.
