Question:

272 Mr. Creed asked the Minister for Agriculture and Food the reason a person (details supplied) in County Cork has not received 1998 sheep headage payments. [1004/99]

The area aid application for the person named was partially completed. No maps have been received in respect of any land submitted by the person concerned. Correspondence has issued to the person requesting maps so as to enable processing of the area aid application.

273 Mr. Yates asked the Minister for Agriculture and Food if area aid payments will be reconsidered for a person (details supplied) in County Wexford in view of the medical evidence being submitted that he was in hospital at the time of the closing date for application and submitted a late application. [1034/99]

The area aid application for the named person was received on 1 July 1998 and processed with a 100 per cent penalty being applied. The closing date for receipt of applications without penalty was 15 May 1998. Under EU regulations late applications were only acceptable up to 9 June with a 1 per cent penalty for each working day the application was late. All applications received after this date had a 100 per cent penalty applied.

Subsequently medical evidence was received showing that the herdowner was severely ill and thus unable to submit his application before the closing date. In view of this medical evidence, the herdowner's application has now been accepted. The herdowner's beef cow and special beef premium payments will now be processed based on his forage area of 40 hectares.

274 Mr. Perry asked the Minister for Agriculture and Food if a headage payment will be released for a person (details supplied) in County Sligo in view of the fact that he made an error on an animal's date of birth; and if he will make a statement on the matter. [1035/99]

The person named was paid his full entitlement of £766.66 under the 1997 cattle headage scheme on 5 December 1997. The animal with tag number LDZQ0002J was paid in full under the scheme.

275 Mr. Perry asked the Minister for Agriculture and Food if a person (details supplied) in County Sligo will be approved for the fodder relief scheme in view of the fact that he is in an approved district electoral division and in receipt of premium payments; and if he will make a statement on the matter. [1036/99]

In order to qualify under the 1998 winter fodder scheme a producer had to have a herd number in one of the designated DEDs and (a) have lodged an application under the 1998 suckler cow premium scheme and have a suckler cow quota, or (b) have mountain grazing on the 1997 area aid application and have an application submitted under the 1998 sheep headage scheme, or (c) have a permanent milk quota of 35,000 gallons or less on 1 April 1998.

Since the person named although having a herd number in a designated DED did not lodge any applications under the schemes in question and did not have a milk quota he did not qualify for aid under the winter fodder package for 1998.

276 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will be paid 1998 cattle and sheep headage and a suckler cow premium in view of the fact he received confirmation from the area aid unit that his 1998 application was submitted on time. Payment of the 1998 sheep headage, cattle headage and the balance of the 1998 suckler cow premium will be made to the person named shortly.

Application was made by the person named on 19 May 1998 under the suckler cow premium scheme 1998 in respect of eight animals. His grants have been approved for payment and a cheque should issue shortly.

The area aid application of the person named was selected for inspection. The results of this inspection have now been processed. Payment in respect of cattle headage will issue as soon as possible.

A query arose in relation to a parcel of land which was also being claimed by another herdowner. Maps issued to the herdowners concerned and the query was resolved. The area aid application for the person named is now finalised. Payment in respect of cattle and sheep headage will issue as soon as possible.

A query arose in relation to commonage claimed by the person named in his 1998 area aid application. The area aid unit contacted the person named with a view to resolving the difficulties. Payment of cattle headage cannot issue until the area aid application is finalised.

283 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will receive 1998 cattle and sheep headage; and the reason for the delay in this regard. [1100/99]

A query arose in relation to a plot of land that was overlapping with another herdowner's holding. Maps have issued to the herdowners concerned with the aim of having the matter clarified. Payment in respect of cattle and sheep headage cannot issue until the area aid difficulties are resolved.

284 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will receive 1998 headage, special beef premium and fodder aid payments. [1102/99]

Application was made by the person named under the ten month special beef premium scheme on 28 July 1998 in respect of three animals. An application was lodged under the cattle headage schemes on 28 May 1998. Grants under both the special beef premium and the cattle headage schemes have been approved and cheques should shortly issue.

In order to qualify under the 1998 winter fodder scheme a producer had to have a herd number in one of the designated DEDs and (a) have lodged an application under the 1998 suckler cow premium scheme and have a suckler cow quota, or (b) have mountain grazing on the 1997 area aid application and have an application submitted under the 1998 sheep headage scheme, or (c) have a permanent milk quota of 35,000 gallons or less on 1 April 1998.

While the person named lodged an application under the suckler cow premium he had no suckler cow quota. Neither did he apply for sheep headage or have a milk quota and accordingly he did not qualify for aid under the winter fodder package for 1998.

The area aid application for the person named was received on 11 June 1998 and was consequently recorded as late. The closing date for receipt of application was 15 May 1998 with applications being accepted with penalties up to the 9 June 1998.

Headage payments can only issue to herd- owners who have submitted a valid area aid application for the relevant year. Due to the fact that the area aid application for the person named was received late, payments cannot issue for 1998 headage applications.

286 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will receive 1998 sheep and cattle headage payments in view of the fact he resubmitted maps to clear up the area aid unit's overclaim problem in June 1998. [1104/99]
