Question:

724 Mr. Creed asked the Minister for the Environment and Local Government if, in view of the growing delays in securing a driving test, he will consider granting an amnesty to all those who sat the test previously and passed their driving test but failed to present their certificate of approval to the local authority for a licence within the defined period. [2023/99]

Under the Road Traffic (Licensing of Drivers) Regulations, 1989 a certificate of competency issued by a driving tester is valid for a period of two years. Holders of provisional licences which are valid for two years would normally have to apply for a driving licence within two years of passing a test if they wish to continue to hold a driving licence. In the circumstances I consider that the two year period with which a certificate of competency should be used to obtain a full driving licence is reasonable and I do not intend to extend the period of validity of certificates of competency issued in the past or currently.
