141 Mr. Wall asked the Minister for the Environment and Local Government the consultations he has had with local authorities regarding the constant problems with developers not completing housing estates; and the intentions, if any, his Department has to rectify the matter. [2864/99]

Enforcement of planning control, including the issue of unfinished housing estates, featured prominently in the consultation process under the review of the Planning Acts on which I have been engaged. As local authorities contributed extensively to the consultation process, I am aware of their views on the issue. Also, my Department has information from local authorities generally on the extent of the problems with unfinished housing estates and the factors contributing to such problems. My proposals to deal with the enforcement of planning control will be contained in the major Bill to reform and consolidate the Planning Acts which I hope to publish by mid-year.
