John Ellis

Question:

136 Mr. Ellis asked the Minister for Agriculture and Food if 1998 sheep headage and premium will be paid to a person (details supplied) in County Leitrim. [3273/99]

A delay has occurred in clearing the area aid application of the person concerned because some of the applicant's land was recorded under his old County Leitrim herd number. All the land has now been amalgamated under his new Roscommon herd number, thereby clearing his 1998 area aid application. All payments due will issue as soon as possible.

There was a commonage over-claim on the application as a result of which each shareholder, including the applicant, was asked for evidence of their entitlement to the commonage share claimed. The required evidence has not been received to date. Until the information is received the application cannot be further processed.

The herd of the person named was recently depopulated following a TB breakdown in late November 1998. Reactor and depopulation grants due will be paid shortly.

171 Mr. J. Bruton asked the Minister for Agriculture and Food the assistance, if any, his Department can give to a person (details supplied) in County Meath who was unable to save winter feed due to the weather and who is in an extremely difficult financial situation in view of the fact he has to buy all his feed requirements; and if he will make a statement on the matter. I propose to take Questions Nos. 140 and 171 together.

I announced the general outlines of the 1999 fodder scheme last week. The details of the scheme are currently being finalised and will be announced shortly.

Michael Ring

Question:

141 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will receive payment under the 1998 winter fodder losses scheme in view of the fact that he is desperate for funding to purchase fodder. [3300/99]

In order to qualify under the 1998 winter fodder scheme a producer has to have: (a) mountain grazing and have an application submitted under the 1998 sheep headage scheme; (b) a herd number in one of the designated DEDs and have lodged an application under the 1998 suckler cow premium scheme and hold a suckler cow quota or have a permanent milk quota of 35,000 gallons or less on 1 April 1998, and be active in milk production in the 1998-9 season.

The person named has a herd number in a designated DED, but did not lodge an application under the 1998 suckler cow premium or sheep headage schemes and did not have a milk quota at 1 April 1998. He did not therefore, qualify for aid under the 1998 winter fodder package.
