Question:

72 Mr. Durkan asked the Minister for Public Enterprise the policy changes, if any, she proposes in the use of television deflector systems; the policies, if any, which are communicated to the Director of Telecommunications Regulation; and if policy is determined by the regulator. [4731/99]

Overall policy in relation to the allocation and use of the radio frequency spectrum is my responsibility as Minister for Public Enterprise. The director, in formulating, revising and implementing a radio frequency plan, is obliged to work within this general policy framework.

Responsibility for the licensing of television rebroadcasting systems under the Wireless Telegraphy Acts passed to the Office of the Director of Telecommunications Regulation in June 1997. Regulations made by the director for the purpose of such licensing are subject to my consent. The director is currently examining the question of licensing such systems and I will carefully consider any proposals which I receive from her in the matter.
