Question:

110 Mr. G. Mitchell asked the Minister for the Environment and Local Government if any first time buyers grants have been paid to occupants of a development (details supplied); and the measures, if any, a person (details supplied) in Dublin 12 can take to get the developer to return his application form duly completed so that he can apply for the grant. [4740/99]

There is no record of the receipt of an application for a new house grant from the person named at the address given. The payment of new house grants, in common with other grants by public authorities, including government departments, is conditional on certain details being fur nished in relation to the C2 or tax clearance certificate of the contractor who built the house. This condition, which is part of the Government's measures to improve tax administration generally, is clearly outlined in my Department's explanatory memorandum which issues to all applicants for new house grants, and I have no power to waive it in particular cases. No new house grant has, to date, been paid in respect of any house in the development mentioned.
