Question:

58 Mr. M. Higgins asked the Minister for Agriculture and Food the reason for the delay in putting in place the REP scheme for the conservation of national heritage areas and commonage which was due to apply from 1 January 1999; and if he will make a statement on the matter. [5258/99]

The new package of measures for the conservation of natural heritage areas including commonages which was announced in December last, required a revision of the REPS document and the accompanying agri-environmental specifications. A number of difficulties were encountered in the course of this revision process, which delayed its completion.

However, the new scheme document has now been issued to all planners and to my Department's local offices. The revisions of the agri-environmental specifications, which set down detailed guidelines, have also been completed and these are being sent for printing this week.

Applicants will be able to avail of the new arrangements when plans have been drawn up in line with the terms and conditions of the revised scheme specifications.
