Finance Bill, 1999: Motion.

I move:

That, notwithstanding anything in Standing Orders and with effect from 2 p.m. on 4 March 1999, paragraph (2) of the order of the Dáil of 25 February 1999 in relation to the proceedings in the Select Committee on Finance and the Public Service on the Finance Bill, 1999, be amended by the substitution of "any division demanded thereon shall be postponed until (a) immediately before the time next appointed for the putting of a question in accordance with paragraph (1) or (b) all other proceedings in Committee on the Bill have been completed, whichever is the earlier" for "any Member may have his dissent from such declaration recorded in the official proceedings of the select committee by raising his or her hand when called upon to do so by the chairman".

The purpose of the motion is to allow divisions to be taken on individual sections of the Bill but they shall be postponed until the stated time. The original order did not allow for divisions and Members could not have their dissent recorded. The motion is the result of discussions with the Whip of the main Opposition party.

Has the Labour Party Whip been consulted?

I have not had an opportunity to do so but it is my understanding that there is no difficulty, that Deputy McDowell shares the view of Deputy Noonan.

I hope the Minister of State's understanding is correct.

I would not mislead the Dáil.
