Willie Penrose

Question:

180 Mr. Penrose asked the Minister for Agriculture and Food the result of an appeal by a person (details supplied) in County Westmeath to the REP scheme appeal section of his Department; if a full REP scheme payment will be made; and if he will make a statement on the matter. [6783/99]

An appeal was received from the applicant on 10 November 1998. This appeal has been forwarded to the regional inspector for investigation and examination. However, because the applicant's file was being used for processing his fourth year REPS payment, this caused a delay in the review of the appeal.

A report on the appeal will be prepared by the regional inspector. When this is received the entire matter will be fully considered by the Department's REPS Appeals Committee and when a decision is taken the applicant will be informed directly of the outcome.

Question:

181 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will receive the remainder of 1998 sheep headage in view of the fact that only partial payment issued for his 42 ewes. [6784/99]

Based on the acreage as per area aid records the grant due to the person named under the 1998 sheep headage scheme was restricted to £297.28.

A total of £130.25 of this amount was paid in November last and the balance of £167.03 was paid on 5 March 1999.

182 Mr. Ring asked the Minister for Agriculture and Food further to Parliamentary Question No. 89 of 18 February 1999 the reason incorrect information was provided regarding sheep headage payment for a person (details supplied) in County Mayo. [6785/99]

The documentation authorising payment of the balance of the 1998 sheep headage was sent to my Department's Accounts Branch in Cavan on 17 February 1999. Normally payment is made within a week of receipt of such documentation and my reply was on that basis. Unfortunately, due to the pressure of work in the Accounts Branch, payment did not issue until 5 March 1999.

183 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will receive 1998 headage and premia in view of the fact that all relevant documentation was submitted to the area aid unit. [6786/99]

As stated in reply to Question No. 219 on 23 February 1999 a large overclaim of almost 40 per cent was detected on the area aid application for the person named, which, under the EU regulations, prevented any area aid related payments being made.

Maps issued to the person named and he was informed of this difficulty. These maps have been returned showing amendments to the boundaries of the digitised parcels. The area aid application for the person named is now being finalised, and payments due if any will issue as soon as possible.

186 Mr. Ring asked the Minister for Agriculture and Food further to Parliamentary Question No. 231 of 23 February 1999 the reason a person (details supplied) in County Mayo has not received sheep headage payments in view of the fact that his forage area has not changed in the last 15 years. [6789/99]

The person named submitted an area aid application in respect of 1.54 hectares. While it is now accepted that this person's area was in fact 13.69 hectares, the appropriate additions of his other areas were not made by him to the application form. My Department has now amended the 1998 area claimed to 13.69 hectares. All 1998 area aid based payments will issue based on this adjusted area as soon as possible.

187 Mr. Deenihan asked the Minister for Agriculture and Food when headage and suckler cow payments will be made to a person (details supplied) in County Kerry; and if he will make a statement on the matter. [6790/99]

The person named has applied for land under the area aid application which has also been claimed by a number of other applicants. The person concerned has been informed of the position and has been requested to supply additional information. When this information has been received processing of the application will then be completed.

188 Mr. Finucane asked the Minister for Agriculture and Food when a second year REP scheme payment will be made to a person (details supplied) in County Limerick. [6791/99]

The person named was selected for a pre-payment check in year two of REPS. Following the check, it was found that the land declared on his REPS application was incorrect. An amended plan rectifying this discrepancy was received in my Department on 16 February 1999. The application is currently being processed and a payment will issue subject to the plan adhering to the REPS specifications.
