267 Mr. Penrose asked the Minister for the Environment and Local Government the reason a Croatian national, living and working in Ireland and the holder of a proper work permit and international licence, is requested by his Department to hold a provisional licence in Ireland and then undergo a competency test in order to obtain a full driver's licence; and if he will make a statement on the matter. [6607/99]

An international driving permit, or a national driving licence issued by a country, other than an EU member state, which is party to the International Convention on Road Traffic, 1949, may be used for driving on Irish roads for a period of up to 12 months only. After this period, an Irish driving licence must be obtained either through the exchange of a recognised driving licence for an equivalent Irish licence or by applying for a provisional driving licence.

Ireland does not have a bilateral agreement with Croatia for the exchange of driving licences.
