296 Mrs. Owen asked the Minister for Social, Community and Family Affairs if he will examine the situation whereby people in receipt of free telephone rental under the social welfare scheme who move address must complete a whole new application form at the new address; and if he will abolish this necessity in view of the fact that all the information is lodged with his Department except for the new address. [6609/99]

When a person receiving free telephone rental allowance changes address, information is required to ensure that the criteria for the scheme are satisfied at the new address and also to establish if there is any change in relation to the person's telephone account which would effect billing and reconciliation of the accounts. The procedures for getting this information are under review and it is hoped to introduce more simplified procedures for this purpose as soon as possible.
