Michael Ring

124 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will receive payment under the winter fodder aid package. [7352/99]

My Department is presently finalising arrangements for the 1999 winter fodder scheme and it is hoped to commence payment shortly.

John Ellis

Question:

125 Mr. Ellis asked the Minister for Agriculture and Food if headage grants will be paid to a person (details supplied) in County Leitrim. [7354/99]

There is a problem with two commonage land parcels on the application of the person concerned and contact has been made with the applicant regarding the problem. The applicant has undertaken to provide maps of the land parcels to resolve the matter.

126 Mr. Ellis asked the Minister for Agriculture and Food if headage grants will be paid to a person (details supplied) in County Sligo. [7355/99]

The person named did not submit sufficient maps for all of the farm with his 1998 area aid application form and my Department has issued maps in order to enable him to identify the remainder of his land. When these are returned, the case will be examined further.

Question:

127 Mr. Penrose asked the Minister for Agriculture and Food if he will ensure that farmers who have in excess of 35,000 gallons quota and who hold land in marginal areas which are waterlogged, for example, farmers in the Clonbonny region of Athlone, County Westmeath, will qualify for a £300 payment under the fodder hardship fund; if his Department will exercise flexibility in this regard; and if he will make a statement on the matter. The 1999 fodder scheme consists of a general fodder scheme and a special hardship fund. The general scheme will apply in all Disadvantaged areas and cover farmers with suckler cows, lowland ewes and milk quotas under 35,000 gallons. Payment rates will be the same as in the 1998 scheme subject to the same ceiling of £300 per beneficiary. Farmers who have already qualified for payment in December 1998 will receive a 50 per cent top-up on their payment. Payment will be made automatically to those qualifying.

The special fodder hardship fund, for which the closing date for receipt of applications was 5 March 1999, operates on a countrywide basis. It was open to cattle farmers, including dry stock cattle farmers, who had not qualified for the 1998 scheme or the general fodder scheme for 1999. The aim of the scheme is to provide support to cattle farmers who are almost totally dependent on a small farm enterprise as a source of income. The maximum payment per applicant is £450 for farms located in the district electoral divisions designated for the December 1998 scheme and £300 in all other areas.

It is not proposed to alter the conditions of the scheme.

128 Mr. Yates asked the Minister for Agriculture and Food if the agricultural installation aid will be approved for a person (details supplied) in County Wexford; if so, when approval will issue; and if the matter will be expedited. [7357/99]

Additional documentation received recently in this case is currently being examined. If everything is found to be in order payment will be made within the next six weeks.

129 Mr. McGinley asked the Minister for Agriculture and Food when cattle headage will be paid to a person (details supplied) in County Donegal. [7358/99]

No application under the 1998 cattle headage scheme has been received from the person named.

130 Mr. Yates asked the Minister for Agriculture and Food if the final instalment of a ewe premium payment will be expedited to a person (details supplied) in County Wexford; when this will be paid; and the amount in this regard. [7419/99]

Payment of the final instalment under the 1998 ewe premium scheme of £1,608.10 will be issued to the person named today.
