Question:

439 Mr. Dukes asked the Minister for the Environment and Local Government the assessment, if any, he has carried out of the enforcement by local authorities of the regulations governing the collection and recycling of used lead and acid, nickel and cadmium and other batteries; the result of any assessment; if he is satisfied with the level of enforcement observed; the problems which arise in the collection and recycling of used batteries; and if he will make a statement on the matter. The Waste Management (Hazardous Waste) Regulations, 1998, implement relevant provisions of Council Directive 91/157/EEC on batteries and accumulators containing certain dangerous substances. I have no direct function in relation to the enforcement of these regulations, and have carried out no assessment in this regard.

I refer the Deputy to my Department's September 1997 programme for the further implementation of Directive 91/157/EEC, entitled "Management of Waste Batteries in Ireland", a copy of which is available in the Oireachtas Library.
