Question:

441 Mr. Shatter asked the Minister for the Environment and Local Government if he will provide South Dublin Council and Dún Laoghaire-Rathdown Council with funding required to facilitate the completion of the green route; if he will give details of the applications for funding received to date by his Department; and his views on whether the completion of the green route is an essential part of the strategy to tackle the traffic gridlock occurring in south Dublin at rush hour times. As stated in reply to Question No. 196 on 3 June 1998, the green route, which has been partly constructed and which originates from a long-standing local authority proposal to cater for internal suburban traffic in the areas concerned, is not proposed for designation as a national road. Accordingly, responsibility for the financing of the green route rests with the local authorities concerned – Dún Laoghaire-Rathdown County Council and South Dublin County Council – on the basis of their own resources, including discretionary grants from my Department, and the proceeds of relevant development levies.

While the National Roads Authority is, in principle, limited to the development – including the financing – of the national road network, it may occasionally assist limited works on non-national roads necessitated by specific national road improvements. In this connection, I understand that Dún Laoghaire-Rathdown County Council is still in consultation with the Authority with a view to determining the extent, if any, to which a limited section of the green route in the vicinity of the proposed Ballinteer Interchange might be financed from national road grants.
Dún Laoghaire-Rathdown County Council and South Dublin County Council have not made any recent applications to my Department for funding for the green route.
