Question:

19 Mr. Stanton asked the Tánaiste and Minister for Enterprise, Trade and Employment her views on the recently expressed opinion of the EU scientific committee on toxicity, eco toxicity and the environment which states that the most commonly used phthalates in the high concentration used by toy manufacturers gives reason for concern; if her attention has been drawn to the report that authorities in the United States and Canada have recently advised parents and carers to dispose of products designed for sucking or teething made of PVC or containing DINP; the action, if any, she will take as a result; and if she will make a statement on the matter. I am aware of the recent opinion of the EU Scientific Committee on Toxicity, Etoxicity and the Environment that the use of phthalates in the manufacture of toys gives cause for concern. I am also aware of the concerns expressed by the US Product Safety Commission and Health Canada about the same issue. In all cases further testing was recommended to see precisely what risks, if any, exist.

In accordance with the recommendation of the scientific committee, the Director of Consumer Affairs has had scientific tests carried out on a range of toys and child care articles. The results of these tests are being examined by the Director and the Director's office is closely monitoring all data being published in this area so that any necessary action can be taken as quickly as possible.
