The person named was paid his full entitlement under the 1998 sheep headage including top-up on 23 September 1998 and 30 November 1998, respectively. According to my Department's records these payments were cashed on 28 September 1998 and 21 December 1998, respectively.

Question:

170 Mr. Ring asked the Minister for Agriculture and Food if a person (details supplied) in County Mayo can include commonage he recently purchased for headage, premia and REP scheme purposes in view of the fact the commonage was not on any 1997 area aid application. [9501/99]

In relation to headage and premia payments, provided the person named can establish proof of titles to the commonage concerned, the said commonage may be included, as part of future area aid applications.

In so far as REPs is concerned, farmers or successors in title who own commonage shares, which where declared for area aid in 1997 or 1998, and who either applied for livestock premia/headage or held quota rights in those years, are eligible for payment under supplementary measure A. Farmers with less than 15 livestock units who have not made an area aid application, and who provide evidence acceptable to the Minister, that in 1997 or 1998 either they or the farmers they succeeded farmed the commonage and either held quota rights or applied for premia/headage, are also eligible.

Question:

171 Mr. Ring asked the Minister for Agriculture and Food the reason a person (details supplied) in County Mayo did not receive 1998 headage and premia on his area aid application. [9502/99]

A medical certificate on behalf of the person named has been received and accepted by the area aid unit. Any payments due will issue as soon as possible.

Ivan Yates

Question:

172 Mr. Yates asked the Minister for Agriculture and Food if a person (details supplied) in County Wexford will be allowed receive a full 1999 ewe premium payment in view of the fact that he had in excess of the total number of animals applied for when a recent inspection took place and, as he is not in a disadvantaged area, there is no difference in the rate of payment between hoggets and ewes; and if his attention has been drawn to this applicant's severe ill health and hospitalisation. [9525/99]

Under the 1999 ewe premium scheme the person named applied on 80 hoggets and 164 ewes. At an inspection carried out by the inspectors of my Department on 10 March 1999 the person named was found to have 184 ewes and 64 hoggets. Twenty five ewes had the brand marking declared by the applicant on his application form. The remainder of the sheep had a variety of markings.

A decision will be made on the outcome of the inspection depending on satisfactory evidence being obtained to confirm the ownership and possession of the sheep presented for inspection.
