Question:

45 Mr. Rabbitte asked the Minister for Arts, Heritage, Gaeltacht and the Islands if she will incorporate in the broadcasting Bill the recommendations contained in the report of the European Union of the Deaf equal partnership in the media seminar held by the Irish Deaf Society in Trinity College, Dublin, on 10 to 11 November 1995; and if she will make a statement on the matter. The broadcasting Bill which is being drafted at present will be designed to provide additional powers and functions for the Independent Radio and Television Commission, including a power to set guidelines and targets for broadcasters in relation to providing on-air assistance to promote the understanding and enjoyment of programmes by persons who are deaf or hard of hearing and persons who are blind or partially sighted. In the exercise of this function it is intended that the commission will be independent and free to develop its policy within its statutory remit. Accordingly, it would be a matter for the commission to draw on whatever sources of information or assistance it wishes including the report to which the Deputy refers.
