Question:

115 Mr. Perry asked the Minister for Agriculture and Food if a late application for area aid will be accepted from a person (details supplied) in County Sligo in view of the fact that the delay was caused by major medical problems. [12377/99]

The final date for receipt of area aid application forms without penalty in 1999 was 23 April 1999. Daily incremental penalties apply to applications received after 23 April up to and including 18 May 1999. If the person concerned has not already submitted an application, he should do so immediately. The question of whether late penalties should not apply will be considered in the light of any medical evidence submitted by the person named.

Question:

116 Mr. Penrose asked the Minister for Agriculture and Food when additional 1997 and 1998 area aid payments due to a person (details supplied) in County Westmeath will be paid; and if he will make a statement on the matter. [12397/99]

The person named applied for, and was paid on one animal under the 1997 special beef premium scheme and five cows under the 1997 suckler cow premium scheme. The stocking density of the holding for 1997 was less than 1LU/hectare and the high rate of extensification premium issued on 25 August 1998 amounting to £256.48. The person named was paid ewe premium amounting to £519.77, sheep headage of £60 and cattle headage of £1,003.20 under the 1997 schemes. No further payments under the 1997 schemes are outstanding.

The person named applied for, and was paid on, five suckler cows under the 1998 suckler cow premium scheme amounting to £701.15. Payments of £887 were made under the 1998 cattle headage scheme. A further payment of £146.95 will be made under this scheme this week. Payments of £156 under the 1998 sheep headage scheme and £665.40 under the 1998 ewe premium scheme have also been paid to the person named. In accordance with the regulations extensification premium is paid on all animals paid under the suckler cow and special beef premium schemes if the stocking density of the holding is less than 1.4 LU/hectare. It is intended to commence payment of the 1998 extensification premium in June when details of the 1998 schemes have been finalised. The person named will then be considered for payment and if the stocking density is less than 1.4 LU/hectares payment will issue before the end of June.

117 Mr. Penrose asked the Minister for Agriculture and Food if area aid payments due to a person (details supplied) in County Carlow will be paid immediately. [12398/99]

A query arose regarding three parcels of land declared on the area aid application of the person named. The person named was not entitled to claim the three parcels in question. The appropriate penalty was applied, with the result that the person named has no eligible area.

118 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will receive headage and premia payments and winter fodder aid compensation. [12399/99]

To be considered for disadvantaged area headage payments, herdowners must submit a valid area aid application for the relevant year. The person named did not submit an area aid application in 1998 and consequently no headage payments can issue in respect of 1998.

The person named did not lodge an application for the 1998 suckler cow premium, ewe premium or sheep headage schemes and consequently he is not eligible for grants under any of these schemes or under the winter fodder schemes.

My Department has no record of receiving an application from the person named, under the special fodder hardship fund scheme.
