Statute of Limitations (Amendment) Bill, 1999: First Stage.

I move:

That leave be granted to introduce a Bill entitled an Act to amend and extend the Statute of Limitations, 1957, and the Statute of Limitations (Amendment) Act, 1991, by making new provisions as regards the date from which the period of limitation is to run in respect of actions for certain personal injuries resulting from physical or sexual abuse.

I wish to ensure a fully informed debate next week. I invite the Government, in dealing with the issue of limitations in the context of physical and sexual abuse, to consider putting in place a proper compensation tribunal. This would reduce the costs involved in the legal area and ensure that proper claims, not only against the State but also against church authorities and bodies, can be processed.
