Written Answers. - Urban Renewal Schemes.

186 Mr. Callely asked the Minister for the Environment and Local Government if he will give details of the success of the urban renewal schemes; and if he will make a statement on the matter. [14220/99]

The tax incentive based urban renewal schemes have made a major contribution to the revitalisation and regeneration of inner core areas of Ireland's cities and major towns which for decades had suffered the blight of dereliction and urban decay. Many flagship projects have been developed in the areas designated for urban renewal incentives – the International Financial Services Centre located in the Custom House Docks area, the development of a cultural quarter in the Temple Bar area and the HARP initiative in the Smithfield area are just some examples. The five county boroughs and over 50 provincial towns have benefited under the three urban renewal schemes.

A study of the urban renewal schemes, compiled by a team of specially commissioned consultants, led by KPMG, was published in December 1996 – copies were lodged in the Oireachtas Library. The study analysed investment and concluded that the schemes have been highly successful as a mechanism for leveraging private sector investment into areas of dereliction and decline.

In architecture/urban design terms and in social terms, the schemes were considered to have had mixed success. The latest urban renewal scheme which commenced on 1 March last is based on a new integrated approach to urban renewal which dealt with issues not only of physical renewal but also addressed issues central to the wider social and economic regeneration of the area.

I have also announced my intention to introduce a tax incentive based scheme aimed at restoring the built fabric of smaller towns. Detailed guidelines for this scheme will be circulated to county councils in the next few weeks who will then submit renewal plans in accordance with these guidelines. I hope to introduce the new scheme later in the year.
