69 Mr. Kenneally asked the Minister for the Marine and Natural Resources if, further to Parliamentary Question No. 183 of 27 January 1999 in relation to baited eel pots, he will clarify the confusion between the statement that no licences are issued and the further information (details supplied) enclosing a letter from the Southern Regional Fisheries Board offering a licence to an individual; and if he will make a statement on the matter. I have been advised by the Southern Regional Fisheries Board that they have authorised eel fishermen to use baited eel pots since 1980 but that the final procedure required to recognise these as scheduled engines, by way of Public Notice under Section 69 (3) of the Fisheries (Consolidation) Act, 1959, has not yet been completed. The view of the board is therefore that these fishermen cannot vote in board elections.

The board have also informed me that they are working on an eel policy statement, in consultation with the eel fishermen in the Waterford estuary. I understand that this policy will include proposals for the setting of a licence fee for baited eel pots, a maximum number of licences to be allocated each year and the entitlement to vote in elections for the eel representative on the Southern Regional Fisheries Board.
