88 Mr. N. Ahern asked the Minister for Defence his views on the perception of members of the Defence Forces that there has been very little consultation on the closure of Army barracks; if this is a true reflection of the facts; the level on consultation, particularly in relation to Clancy Barracks; and if he will make a statement on the matter. [17137/99]

In July 1998 I announced the details of the barracks to be closed in the first phase of barrack rationalisation. At that time, while including Clancy Barracks, I indicated that it was not in the group to be closed in 1998. It is not expected that the closure of Clancy Barracks will be completed before the middle of next year.

The military authorities have been asked to prepare a detailed plan for the future of the units currently stationed in Clancy Barracks. Once this plan is available, I will ensure that personnel, both military and civilian, serving in Clancy Barracks will be fully briefed.
The question of the number and locations of Defence Force barracks is not one which comes within the remit of the representative associations. It is a matter for Government to decide. However, following a decision to close a barracks there is an important role for the associations in identifying issues of concern to their members. The issues which can be considered jointly with the associations are the management of the closures and the associated personnel matters.
