Question:

91 Mr. Spring asked the Minister for Justice, Equality and Law Reform the plans, if any, he has for the expansion of the probation and welfare service in view of the increased demands proposed on the service in the Children Bill, 1999; and if he will make a statement on the matter. [19741/99]

There are 24 sections in the Bill which give direct responsibilities to the service. Some are similar to work currently undertaken by staff in accordance with court requirements, others are new and will require time to make an assessment of the staffing implications.

The formalisation of the Garda diversion programme in the Bill – formerly the juvenile liaison officer scheme – has as its objective a proactive approach to early intervention and diversion away from criminal activity, thus reducing the numbers coming into the Children's Court. In addition, centres and facilities will be required.

I recently secured sanction for an additional thirty nine posts which will enhance the role of the probation and welfare service, including the service to the courts. It is too early to project extra posts needs. The position will be kept under review and if the demands made are more than anticipated, the extra resources needed will be sought.
