Question:

68 Mr. Durkan asked the Minister for the Marine and Natural Resources the position in relation to oil, gas and other mineral exploration projects on land and off the coast; the extent, if any, to which there are indications of commercially viable deposits or reserves; the plans or proposals, if any, he has for the further exploration in these areas including the manner and method of actual commercial proposals; and if he will make a statement on the matter. In regard to petroleum exploration there are important developments taking place in relation to two hydrocarbon accumulations in our offshore, the Corrib gas accumulation and the Helvick oil field.

The position in relation to the Corrib field is that Enterprise Oil and their partners Saga Petroleum, Statoil Exploration (Ireland) Limited and Marathon International Petroleum Hibernia Limited drilled an appraisal well last year and produced gas on test which flowed at a stabilised rate of 63 million cubic feet of gas per day. A second appraisal well flowed gas at a rate of 64 million cubic feet per day and was successfully completed in August. The data acquired by the operator, which has been made available to my Department, is being evaluated by the licensees. However, I understand that additional appraisal work is required and that a further appraisal well may be necessary before it can be determined whether the field is commercial.

The final decision as to whether the field is commercial will depend on factors such as the size of the field, the quality of the reservoir, the quality of the gas, flow rate of the well, the market price and the cost of development of the field. It is not possible to give precise figures for the size of the gas accumulation at this stage and this will not be possible until the accumulation has been fully appraised. The Deputy will appreciate that all data from the well must remain confidential

Should the results of their appraisal programme show that the gas can be commercially produced it will be necessary for Enterprise Oil to apply to me for a petroleum lease and, as part of that application, submit a plan of development for the field for my approval.

In regard to the Helvick oil field Providence has declared the field commercial and I have granted a lease to allow the company to bring the field into production. A detailed plan of development for the field is due to be submitted to me for approval by end April next year.
A plan of development for the southwest lobe of the Kinsale Head gasfield was recently approved by me and as the Deputy may be aware, Marathon brought the gas into production on schedule earlier this month
As regards minerals, the normal authorisation required for exploration for minerals is a Prospecting Licence (PL) under the Minerals Development Acts. At present there are some 452 current PLs and turnover is between 60 and 80 per annum. They are normally of six years duration but may be surrendered early or renewed depending on circumstances. Competitions are held four times per annum for available PL areas. It is also open to interested parties to apply for a particular area at any time. State mining facilities are applied for only after successful exploration has identified an orebody. There are 16 SMFs currently extant.
Full details of all PLs and SMFs are contained in the six monthly reports which are laid before the Houses of the Oireachtas under the Minerals Development Acts. The most recent report, relating to the period to end of June 1999, was laid before the Houses on 31 August 1999.
