176 Mrs. Owen asked the Minister for Public Enterprise the individual who performs the task of the national regulatory authority in the absence of the full implementation of the EC Postal Services Directive 97/67/EC and, in particular, in the continued absence of the designated national regulatory authority provided for in article 22 of the directive; and if she will make a statement on the matter. Article 22 of Directive 97/67/EC on Common Rules for the Development of the Internal Market of Community Postal Services and the Improvement of Quality of Services, provides that member states shall designate one or more national regulatory authorities for the postal sector that are legally separate from and operationally independent of the postal operators.

Pending the transposition into national law of Directive 97/67/EC, regulation of the postal sector, as provided for in Article 22 thereof, remains the responsibility of the Minister for Public Enterprise.
