Written Answers. - Civil Service Transfer.

Question:

129 Mr. G. Reynolds asked the Minister for Finance when a person (details supplied) in County Leitrim will be offered a transfer within the Civil Service. [22828/99]

A transfer to a provincial location is arranged in accordance with an agreement with the staff side at general council under the conciliation and arbitration scheme for the Civil Service. An officer's placing on the transfer list for a particular location is fixed in order of date of receipt of the application in the department concerned.

The Office of the Revenue Commissioners, in which the individual concerned is employed, operate a system whereby they require officers who are appointed to serve in a local office to agree to serve for two years before they will be released for transfer. When that two year period has been completed, and the officer's place on the transfer list has been reached, the officer concerned will then be considered for a transfer.
An exemption from the requirement of serving a minimum of two years in a local office can only be made in exceptional circumstances. I assume, unless such exceptional circumstances are shown to exist in this case, that the application for transfer made by the officer in question will be considered in the normal manner.
