184 Mr. Naughten asked the Minister for Tourism, Sport and Recreation when his Department will receive a response to requests for views on the Prohibition of Ticket Touts Bill, 1998; and if he will make a statement on the matter. [22911/99]

As the Deputy may already be aware my Department is currently engaged in ongoing consultations with the relevant Departments in relation to its consideration of the Prohibition of Tickets Touts Bill, 1998.

It is clear from discussions to date that the Bill, as currently drafted, raises important issues, including possible constitutional implications such as the rights to private property, the freedom to contract and a number of issues relating to enforcement, policing and Garda powers, all of which require careful and detailed consideration.

It is my Department's intention that consultations and consideration of the developed views of the other Departments concerned will be concluded as quickly as possible, and a submission prepared for the Joint Committee on Tourism, Sport and Recreation at the earliest opportunity.
