Written Answers. - Area Aid Applications.

102 Mr. Ring asked the Minister for Agriculture, Food and Rural Development the reason farmers from the general Achill area of County Mayo who have commonage on their area aid applications are experiencing problems with their headage and premia payments in view of the fact that two Department officials from the area aid unit spent almost two days in that region in 1998 examining the maps and commonage and assurance had been given to farmers that everything was in order; the purpose of sending the two officials if the applications are not rectified; the reason farmers were led to believe the commonage problems were in order; and when these farmers will be paid. Two officials from my Department visited Achill on 19 and 20 April 1999 to assist farmers in resolving difficulties with their 1998 area aid applications. In the majority of cases examined, a resolution of the problem was achieved and headage and premium payments resulted.

No assurances could be given by the officials in relation to 1999 applications, as it is at all times the responsibility of each applicant to complete and submit a correct application form. However, a number of farmers, who were experiencing difficulties with their 1999 application forms, requested and received assistance in completing certain aspects of the form. It should be noted that as the meeting was three days before the closing date for receipt of 1999 applications, most herdowners had already returned their forms and any problems in these forms have only become evident in the course of processing.

In Achill there are in the region of 260 herdowners claiming a variety of different commonages held in different share values. The commonages in Achill, as elsewhere, have been the source of serious difficulties in processing area aid applications this year, mainly because farmers have not provided adequate proof of entitlement to such commonages.

My Department recently advertised in local newspapers in a number of counties, including Mayo, urging farmers to supply the necessary proofs. My Department expects to resolve the bulk of these problems over the coming weeks.

Question:

103 Mr. Ring asked the Minister for Agriculture, Food and Rural Development if a Department official will call to a person (details supplied) in County Mayo and physically walk a parcel of land to verify its area in view of the fact the area aid unit claims that the land is 3.6 hectares in 1999 and 3.71 hectares in 1998, despite Teagasc advisers certifying the land as 4.24 hectares rounded to 4.2 hectares. The change in area from 3.71 hectares in 1998 to 3.6 hectares in 1999 reflects changes in boundaries as indicated on a map submitted by the person named with his 1999 area aid application form.

A map showing present boundaries as recorded on the Department's electronic database has issued to the applicant concerned. If he feels that the boundaries are not drawn correctly, he should amend the map and return it to the area aid unit immediately and the case will be re-examined.
