Question:

153 Dr. O'Hanlon asked the Minister for Agriculture, Food and Rural Development if a person (details supplied) in County Monaghan is entitled to a fodder package; and if he will make a statement on the matter. [23253/99]

The person named has not a registered herd number. The registered owner of the herd number quoted does not qualify for assistance under the winter fodder schemes as he was not an active milk supplier on 1 April 1998 and was not an applicant for the 1998 ewe premium or sheep headage schemes. He was an applicant for suckler cow premium in 1998 but did not hold a suckler cow quota and was therefore not entitled to payment under the scheme. He did not submit an application for assistance under the 1999 special fodder hardship fund scheme.
