Dinny McGinley

Question:

177 Mr. McGinley asked the Minister for Agriculture, Food and Rural Development when cattle and sheep headage will be paid to a person (detail supplied) in County Donegal. [23557/99]

The following payments have issued to the person named: £903 in respect of the 1999 cattle headage scheme; and £240 in respect of the 1999 sheep headage scheme.

The 1999 area aid application for the person named has now been fully processed. Payment under the 1999 cattle headage scheme will issue within the next seven days.

The person named included commonage in his 1999 area aid application, but did not provide proof of his entitlement to claim this commonage. The herdowner has been contacted in this regard, and his application cannot be processed further until this proof is provided.

180 Mr. McGinley asked the Minister for Agriculture, Food and Rural Development when cattle headage will be paid to a person (details supplied) in County Donegal. [23560/99]

The person named applied on 17 cows under the 1999 cattle headage scheme. At an inspection carried out on 6 September 1999, one cow, eartag No. UIA071293, was absent, and had been replaced by another cow. The person named stated that the absent animal had been sold at a mart on 9 July 1999. He was requested on 6 September 1999 to furnish a mart docket for the cow. To date, no docket has been received by my Department and his application cannot be finalised until the mart docket is supplied.

The 1999 area aid application for the person named has now been fully processed, with no outstanding errors. Any payments due will issue as soon as possible.

183 Mr. Ring asked the Minister for Agriculture, Food and Rural Development when a person (details supplied) in County Mayo will receive 1999 cattle and sheep headage and premia. [23563/99]

The person named will be paid his full entitlements under the 1999 cattle headage scheme and the 1999 suckler cow premium scheme within the next seven days. Payment of £1,400 issued to the person named under the 1999 sheep headage scheme on 9 November 1999. Under the 1999 ewe premium scheme, the person named was paid the first advance of £1,456.63 on 11 June 1999 and the second advance of £745.79 on 20 October 1999.

184 Mr. Ring asked the Minister for Agriculture, Food and Rural Development when a person (details supplied) in County Mayo will receive sheep and cattle headage and premia in view of the fact she submitted all the documents requested on 16 October 1999. [23564/99]

The person named included commonage in her 1999 area aid application, but did not provide proof of her entitlement to claim this commonage. The area aid unit did not receive any documents from the person named in October. The herdowner has recently been contacted in this regard. This application cannot be processed further until this proof is provided.

185 Mr. Ring asked the Minister for Agriculture, Food and Rural Development if the penalty of 14 per cent imposed to the cattle headage payment will be lifted or reduced for a person (details supplied) in County Mayo. [23565/99]

The person named is not the applicant for grants under the herd number quoted.

EU Regulations governing the headage and premia schemes require that appropriate penalties be applied to the late submission of area aid applications except in the case of force majeure.The closing date for receipt of applications under the 1999 area aid was 23 April 1999. The application for 1999 area aid in respect of the herd number quoted was received by my Department on 14 May 1999 and consequently a 14 per cent penalty was applied. It is not possible to waive or reduce this penalty.

A payment under the scheme of installation aid has been made recently to the person named.

The 1999 suckler cow premium application of the person named is still being processed in the local office and provided all checks are in order payment will issue as soon as possible.
