279 Mr. Aylward asked the Minister for the Environment and Local Government if he will permit the issue of a driving licence to a person (details supplied) in County Kilkenny who passed her test in July 1997 and was unable to apply for the licence within the specified period. [23178/99]
Under the Road Traffic (Licensing of Drivers) Regulations 1989, this person would have had two years following the issuing of her certificate of competency in which to submit that certificate to the licensing authority in support of an application for a full driving licence. I regret it is not possible to rectify the expiry of a certificate of competency. My Department will, however, issue a driving test appointment to this person shortly.
