311 Mr. Aylward asked the Minister for the Environment and Local Government when the commencement order for waste collection permits, which has been with the Office of the Attorney General for the past two and a half years, will be authorised by his Department; and if he will make a statement on the matter. Regulations will be made shortly under section 34 of the Waste Management Act, 1996, providing for a system of permitting by local authorities of commercial waste collectors.
